Floating houses: the solution to rising water levels in the Netherlands?

Water management experts expect the Netherlands to experience more and more flooding in the future, as more and more water flows through Dutch rivers. Since the major flooding in the 1990s, the Netherlands has taken many measures to make the areas near the major rivers safer. But some experts believe these measures are insufficient. 

One possible solution, some say, would be the large-scale construction of floating houses.
